Culture Strategy – stakeholder engagement brief

Plymouth Culture will be leading the development of a Culture Strategy for the city of Plymouth. The current arts and culture strategy ‘Vital Spark’ was produced in 2009 and was intended to cover a period until 2020. The city has changed significantly in this time frame and a refreshed strategy is now necessary in order to outline the city’s ambition and define the role of arts and culture in driving forward transformational change. 

The Opportunity

We feel it is critical that the strategy is shaped, written and owned by the city stakeholders. Therefore, Plymouth Culture will be writing the document with strategic oversight from the Plymouth Culture Board and its partners. 

However, we want the strategy to come from city stakeholders so will be undertaking extensive engagement activity. We are looking to work with consultants/facilitators for this aspect of the work. We want to partner with an individual/organisation who has expertise and a proven track record in engaging a wide range of stakeholders, across different sectors to facilitate robust discussions and develop headline priorities, thematics and recommendations. 

We are looking for an individual/organisation with the ability to open up and facilitate discussions with stakeholders across the city in varied, relevant and effective ways. We want to create space and opportunity for open, honest and ambitious conversations that get to the heart of what is great about Plymouth, what we want to achieve over the next 10 years and what we need to make that possible. We want to ensure that all voices are heard so that we can create a strong, cohesive narrative which positions the cultural sector at the centre of city strategy. We want to be able to truly listen and translate the energy and aspirations into a cultural strategy that will attract partners, investment and positive engagement, not just dust!
